Forty-four state attorneys general are opposing federal child-safety legislation over concerns that stronger state frameworks could be preempted. The federal bill, H.R. 7757, covers a wide array of policy areas including online obscenity, online harms to children, online platforms, social gaming, and AI chatbots.
While the policy fight continues, AI is amplifying cybercrime at an alarming rate. NCMEC says CyberTipline reports involving generative AI rose to 1.5 million in 2025, up from 67,000 in 2024 and 4,700 in 2023.
